I read online that some people said it was a child wearing flip flops with their shirt on their head. 😳
It looks fishy as at the start of the video in the lower right of the frame you see an adult size shadow. 🤔

I don't know but it sure looks strange (shadow).....
Look at the shadow of the car; the light source appears to only be slightly higher than the top of the car since it casts a really long shadow; the biped also appears to be taller than the car and casts a very long shadow as it walks away
it may well be a very skinny person with an afro and a bag or shirt on their head, but they are very skinny...

It does look like a child with a t-shirt on the head, specially on the last frames, when the distance from the light source makes things easier to see.
