I was thinking the same, but I think all countries warn others when they do a satellite launch, so everybody knows what's up there.
What they really do is a different thing. This one, for example, I find it a little strange that it has an "optical equipment", as I wasn't expecting it to really "look for" or "look at" other satellites.

If you read the article, it states that the Russians didn't pre-warn anyone, just launched it Monday then made the announcement afterward...

SO it is supposed to monitor "domestic satellites" and can takes sat photos of the earth; now, since they have told us all that, what can and does it do that isn't being told?
