Title: Brazilian Ministry of Defense - Official Meeting With UFO Researchers.
Post by: karl 12 on April 27, 2013, 02:27:36 AM
This recent development is an interesting one and the official meeting is being called a 'world first' as it's the only time that a country's Ministry of Defense has actually called in UFO researchers to formally discuss the subject.

The meeting was held at the Ministry of Defense headquarters on April 18th and was attended by representatives from the Brazilian Air Force, Army and Navy -Researcher Fernando Aragon described it as 'a date that will go down in history of Ufology' and it's said the meeting came about as a direct response to the 'Foz do Iguaçu' Ministry of Defence letter -a document issued by the Brazilian Committee of UFO researchers during the 4th World UFO Forum which was signed by over 30 speakers from a dozen countries and nearly 600 people from the audience.

QuoteBrasilia, 04/18/2013 - Members of the Brazilian Committee of UFO researchers (CBU) and representatives of the Armed Forces met on the afternoon of Thursday, the Ministry of Defence (MD), to address the access to military documents dealing with accounts involving unidentified flying objects (UFOs). The meeting was the unfolding of a meeting held in early February, when the ministry discussed administrative procedures for responding to requests for information from more than 30 speakers from Brazil in the IV World Forum of Ufology . At the time, it was determined that all documents under the responsibility of the Navy, Army and Air Force related to the subject were made ??public, as established by the Law on Access to Information (LAI)..

UFO Document Release:

QuoteMinistry of Defense and ufologists hit communication channel world first

QuoteDuring the meeting, the ufologists have made clear to the secretary of Coordination and Institutional Organization of the Ministry of Defense and mediator of the event, Dr. Ari Matos Cardoso, as well as all military personnel from the Army, Navy and Air Force gifts, what you want is a environment of cooperation between the parties, with the intention that it be provided full access to the government UFO files for analysis and subsequent dissemination.

It is common knowledge throughout the UFO community in the country that the Brazilian Committee of UFO researchers (CBU), especially through its campaign "UFOs: Freedom of Information Now," always maintained that a serious and systematic study of the UFO phenomenon, such as support government through its military, scientific knowledge can come invaluable to Brazilian society and world.

It's said that discussion was focused on access to military documents regarding UFO investigations and although the Brazilian government has already released over 4000 documents 'some of the files regarding the more famous cases have yet to be declassified'.

Brazilian UFO Document Index - PDF Files (http://www.ufo.com.br/documentos/)

Regarding these classified documents Ari Matos, the Secretary for the Ministry's Institutional Coordination and Organization 'reassured the group that the documents are going through the proper procedures for release and will be released in accordance to Brazil's Access to Information Act'.

I found it interesting that it states some of the participating military officials were completely unaware of important Brazilian cases like Colares (http://ufo-blogg.blogspot.com.es/2012/04/colares-brazil-ufo-invasion-1977.html) and the ]Official Night Of UFOs In Brazil (http://www.youtube.com/watch?v=-1inF8zkTbg) and hopefully an official multi-disciplinary committee will be established where they can learn about the facts involved -Chile and Uruguay already have official UFO Investigative departments so why not Brazil (or the U.K. or U.S.)?

Official Committee?

Quote
QuoteOne of the topics discussed in the meeting was about the frequent request made by the UFO  researchers, who would like to see established an official committee or bureau for UFO research, composed both my civilian and military members..

The Letter posed again such request to the Ministry of Defense in these terms: To establish a multidisciplinary and mixed committee, with the joint participation of military from the three Armed Forces and members of the Brazilian UFO Community, so that with military logistics and the mutual cooperation of UFO researchers and civilian scientists, a proper co-jointstudy of the UFO activity can be carried out, to be subsequently disclosed to society by means of regular informative instruments, suitable to the issue's importance.

RealTVUFOs (http://realtvufos.blogspot.com.es/) has also sourced an interesting article below about the Brazilian documents which states that material like the missing 16 hours of Colares UFO footage is being held illegally by the government -also brought up is the night of the 19th of May, 1986 with good news report with English subtitles.

Quote Against the law, documents about UFOs kept secret

Colares Government Documents (http://ufologie.patrickgross.org/op/index.htm)

Quote"Only matters of national defense are classified as top secret. However, even if the documents Operation Prato had been so taxed, the law states that they would have to be released 30 years after the event, ie, in 2007," says Rodrigo Visoni, archivist of Aeronautics and author of the article 'Secrecy or Censorship? ', published in the special section' Flying Saucers' the October issue of the Journal of the History of the National Library.

The strange apparitions provided four months of surprise and fear in Colares. It was reported in detail by Operation Air Force, which maintains most of the records in complete confidence. They say they are releasing all the documentation, but it is just the tip of the iceberg. We have about 500 pages compiled, but no information that this number reaches 2000. None of the 16 hours of footage of UFOs in Colares was released, for example, "accuses AJ Gevaerd, publisher of UFO Magazine, who is leading the campaign for the publication of the documents. Sought for comment, the communications department of the Air Force did not comment on the matter.

Files released recently about another case of UFOs feed further speculation of ufologists."In conclusion the observed facts contained in almost all presentations, this command is of the opinion that phenomena are solid and reflect somehow intelligence, the ability to track and maintain distance from the observer, but also fly in formation, not necessarily manned "reports the final considerations of a report recently released by the Air Force on UFO Official Night, became known as the appearance of dozens of foreign objects on radar of air traffic controllers in May 1986..

Possible government document about the 1986 case posted last week in Brazil.

QuoteFAB document confirms the existence of UFOs

(http://files.abovetopsecret.com/files/img/vs52361bc9.jpg)

QuoteA document from the Brazilian Air Force recently "declassified" by the corporation (ie, released from confidential status), says the unidentified flying objects (UFOs) do exist and require intelligent actions.

The document was signed by Brigadier-the-air Jose Pessoa Cavalcanti de Albuquerque, acting commander of the COMDABRA (Brazilian Air Defense Command), on June 2, 1986.

Officially, the Brazilian Air Force has never acknowledged the existence or nature of UFOs. But hidden there, in the middle of pages and pages, there's this pearl.

The report refers to an episode that became known as the "night of official flying saucers" in Brazil. On May 19, 1986, many UFOs were detected by radar and visual contact, there was persecution mutual fighters FAB and mysterious objects, capable of incredible variations of speed, direction and altitude, as described in the section highlighted above.

The conclusion is as exhaustive as it can be for a group of people perplexed. "(E) ste Command is of the opinion that phenomena are solid and reflect somewhat intelligences, the ability to monitor and keep away from observers as well as fly in formation, not necessarily manned," says the report
.

I suppose a translation of that image could help, so here it is:

Quote
Confidential

Continuation of Annex No. 2 to information 01/04/COMDABRA, 30 Jun 2003
Summary of the incident report...............................................Page 03/03

2 - Some points we can quote are the phenomena that show certain constant characteristics, namely:

           a. Production of radar echoes, not only in the Air Defence system, as in
               the onboard radar of the interceptors; observed by some pilots;

           b. Variation of speed from subsonic to supersonic flight, as well as
               maintaining hovering flight;

           c. Changes in altitudes below 5,000 feet (approximately 1,500 m)
              to 40,000 feet (approximately 12,000 m);

           d. Emission of luminosity in white, green, red colours and sometimes
               not showing light indication;

           e. Capacity for acceleration and deceleration in a brusque way;

           f. Capacity of making turns with constant radius as well as with undefined radius.

3 - As a conclusion of the constant facts observed in almost all
presentations, this Command is of the opinion that the phenomena are solid and reflect
somewhat intelligences, for the ability of following and maintain distance from
observers but also fly in formation, not necessarily manned .

Somehow, the original wording doesn't sound official, but that's just me. :)

ArMap, as always thanks for the translation work mate - I had a quick look around to see if there was any other info about the document when posting but all I could find was the article on Cavok aviation website. Will keep looking.  :)

ArMap, here's some more info on the document from A.J Gevaerd and he states it was released by the Brazilian Government in the '80's package' under the title 'Occurrence Report'.

QuoteAmong the important files just released in the 80s package, there it is a certain 'Occurrence Report', dated June 02, 1986, just a few days after the 'invasion' by 21 UFOs of the most developed areas in the country. It has 8 pages and is signed by Air Brigadier Jose Pessoa Cavalcanti de Albuquerque, acting commander of the Brazilian Air Command of Air Defense (COMDA). Now, what this report contains is very interesting, and I quote its Final Considerations part:

Quote1. Based on the analysis of above-reported events, it is this Command's opinion that, according to the information from the controllers, pilots and previously elaborated reports from I Cindacta (Air Traffic Control and Aerial Defense Center), that there are some points of coincidence regarding radar echoes, accelerations, illumination, velocities and behavior, either by technical detection or by visual contact.

2. Some of those coinciding points that we can name are those phenomena which exhibited certain constant characteristics, as follows:

a. Produced radar echoes, not only on the Air Defense System, but also on the intercepting airplanes simultaneously, with visual comparisons by the pilots.

b. Change in velocity, from subsonic to supersonic, besides hovering capability.

c. Varied altitude, from below FL-050 to altitudes above FL-400.

d. Occasionally seen as white, green and yellow lights, and sometimes no  luminous indication.

e. Sudden acceleration and deceleration

And there is more. In the Item 3 of the Final Considerations part, the Occurrence Report says clearly that 'the phenomenon (UFOs) is solid and reflects intelligence'. See it in full:

3. As a conclusion of the observed constant facts in almost all presentations, it is the opinion of this Command that the phenomenon is solid and reflects intelligence by its capacity to follow and sustain distance from the observers, as well as to fly in formation, and are not necessarily manned craft.

Relevant vid from the 'Need To Know (http://www.thelivingmoon.com/forum/index.php?topic=3918.0)' series discussing official Brazilian UFO research, government UFO documents and specific cases:

QuoteThe next episode in our series covers Brazil's UFO investigations. The government of Brazil has openly acknowledged the topic since the 1950's and has released a number of UFO files from their investigations. From 1969 up until 1972 Brazil had an official UFO research organization called The System for the Investigation of Unidentified Aerial Phenomenon (SIOANI). It'd investigation were open to the public, and they would often work with civilian UFO researchers. However, when the US closed their UFO investigation program, Project Blue Book, the Brazilians soon followed their lead and closed SOIANI in 1972.
