Editor's note: As of publish time on April 30, Global News has been unable to verify the source of the video, however based on our analysis we believe the video is legitimate.
Okay I think I will wait for verification on this one :P
Suspicion bumped my senses so I specifically selected that source on the crash. It was on cnn, huffington, fox and several others. That particular article stated it as such and I felt that news story was better noted than others.
I now see it is on other reporting outlets so perhaps it is what it is.

The video may have been from a security vehicle with a dash cam. The dog we hear maybe part of that security vehicle and as for the guy keeping quiet, perhaps his voice would be recognizable by base investigators upon viewing that vid, he is aware of that and silence is in his best interest when things like this happen.
The antenna in camera view looks to be military and if you listen to the vid you can hear some weird tones and sounds like a transmission is occurring. You can also hear the jets engines and when it hits the ground.
Notice he stops, assess the situation and drives around the two forward vehicles and people standing out side their vehicles to set up a road block as he positions his vehicle to block the road. Curiosity must get the best of him as he has to get closer to the scene.
