Water droplet on the lense or a water drop on a mirror reflecting the scene.
I will say this, I seen something similar one night during a full moon rising behind my house. I pulled my camera and snapped several pictures of the phenomena with the nightvision option to get the night shot. The night sky was lit up and moving around like the moon light was glowing in perhaps a plasma like substance. It lasted only for a few minutes before going away.

This is photos of what I saw in the early spring night sky as the full moon was coming up in the east over the back of my house. It appeared as a plasma like substance moving in the upper atmosphere like liquid in the moon light.
I snapped these with my sony nightcam camera.
The last two images in the video are taken in a westerly direction of the sky because something was forming up there and also moving like a plasma critter reflecting moon light.

hmm strange,I would say its steam hitting a very clean sunroof and condensing back before evaporating.I don't think it's up amongst the clouds.
