A New Jersey state cop drives up on a car on the berm. Cop has reason to investigate this scene. State cop see's something and goes for his gun, pulls it and then holsters it.

The state cop has every reason to use caution and pull that gun since the Cops doing the stop are plain clothes and no one tells the state boys they are running ops in the state boys territory.
This state cop is a rookie but has the balls of a seasoned cop. Notice they all are buffed out including the two monkeys showing up later as everyone F's this and F's that.
