Because that job description is a personal wish not the actual job description.

It says the CIA is created for the purpose of reporting to, and carrying out programs for, the also newly created NSA.

Yeah, I did find that 'it must be that way because of what the Constitution says' to be weak in view of all of the practical violations we see spilling out, almost daily, in exposing NSA crimes.

Still, he does differentiate between Presidents getting zilch and Presidents getting enough UFO info.

Kennedy asked for our UFO info from Dulles and was told no dice.

He then tried to put in place an official program sharing all our UFO info with the Soviets, in order to avoid mistaking UFO's for incoming nukes and a resulting war.


TPTB didn't relish this idea. Most likely they choked on whatever they were sipping when they first heard the idea.


Dulles decided it was too dry in Dallas.
