Title: NASA Seeks Partnership Opportunities For Commercial - China Seeks Partners

On this subject, it is interesting that while NASA is seeking to make "strategic investments (taxpayer money) in the innovations of commercial partners, China is proposing to be "willing to cooperate with all of the countries of the world", including the United States and developing countries".

Not necessarily any conclusions to be drawn from these reports, but does gives some insight into the thinking of each.
