I've seen this before with other pics of people in a group photo and the eyes will glow a white shine. Is this the synthetic double of those people or just simply a camera snafu. Either way, its zombie creepy

Yes, that's a common thing, that's why some cameras have a pre-flash light to make the eyes adjust to the light before firing the stronger real flash.
Don't shot till you see the whites of their eyes.

Thats another point I have an issue with, red eye.
I see this with pictures of people that gone missing or with adam lanza when he was shown sitting on a steps with his father. Adam had red eyes but his father did not.
I notice weird eyes in people and see it in photos. Red eye used to never be a problem in photos but it became more and more. It doesn't show in every body when photographed. Group photos will have 1 or 2 in a group with red eye but never everybody. Same with this glowing eye phenomena.
Animals eyes glow when light is shown on them at night or when photo-flashed. I seen a dog one time in a darkened room away from any sunlight. As this dog looked out at me, his eyes were glowing brightly. Was the weirdest thing.

I have a group photo of a bunch of military guys posed with some guy in a suit. The guy in the suit has bright shiny glowing eyes but none of the others in the photo do. I will see if I can find it and post.
welll there are implanted len's and there are contacts..and i'm sure there are
some google-type contact lenses..

Remember the movie time machine from the 50s and those people were peaceful creatures living in a utopia of sorts and they had care takers who groomed them for food. Those care takers were the eloi. Those eloi ate those happy peaceful people and when the eloi wanted to feed, they turned on a siren that cast a spell over the people and obediently they walked into the eloi domain for their fate to be cashed out.

That's because many animals (including cats and dogs) have a special layer inside the eye, the tapetum lucidum, that reflects the light to help them see in the dark.

It depnds a lot on if the subject is
looking directly at the camera or not.Try the same with dogs & cats, both will give creepy glowing eye photo's, does not mean they are zombies LOL

It seems that the OP picture was cropped, when I went to the artical photo I was so happy to find that the Presidents eyes in the Wall painting were not glowing. If they were I would have cut the cord on my monitor. lol
Who is that guy right behind Obama, And the woman in blue looks like Hilery. Does Obama look like he is not happy with george? There is food on the table and maybe they want to eat and George keeps on talking.

That is to weird to have a group with glowing eyes like that. As stated at the top, I have a picture of a group of military guys with one guy in a dark dress suit and just the guy in the dark suit has very brightly lite glowing eyes and all the others do not. It absolutely stands out and can't be missed. I have looked up and down my files and cannot locate that image. I know I posted it and maybe that was in this forum.
Another observation I have of red glowing eyes is those people either go missing or show up dead. The glowing red eye can also be a disease of the eye and some form of cancer. But I have noticed in many disappearances of people, they show a picture of the missing with red eye and others in the photo are not red eye.

I would conclude as to how the glowing eye group is eyeballing George Clooney, he is the menu for the evening.
