So, if this is credible, the US can't enslave Aliens. Can we interpret this legislation as indicating an exposure of the secret space program in the near future? It just seems a bit odd and rather ambitious, given the sad state of US space efforts (like depending on Russia for rockets).
being the skeptic that I am - I luv reading the actual stuff and seeing just how little or much is true from headlines

The commentary placed emphasis on a proposed revision using the word 'abiotic'. Given an approval rating of 11% or so, it is entirely possible that Congress simply ignores the decay of our nation and spends resources on a far distant possibility of space mining..............
or...........
There is only ONE THING that is TRUE and IMPORTANT...
NO ONE on EARTH has Jurisdiction beyond the 200 mile international limit...
When it comes to ANYTHING in space... it will be BOOTS ON THE GROUND that rule... just like a Captain on a ship at sea in international waters...
So you want a mine on the Moon? you simply need to STAKE your CLAIM and HOLD IT :P
And you need to buyt a mineral lease :P because we already claimed all the rights and it hasn't been contested :D so is grandfathered in :D
(Same LAW that the Lunar Embasy used to sell property off world LEGALLY Same LOOPHOLE in Space Law)
POSSESSION is the RULE plain and simple...
... and the ability to HOLD that possession
Now if we only had a professional marketing team we could all get rich on this as the media picks up the space mining stuff
