Kennedy linked US-USSR space missions with classified UFO files

In September 1963, President Kennedy launched a ground breaking initiative to get the USSR and USA to cooperate in joint space and lunar missions. In the background of this publicly announced initiative with powerful Cold War implications was a more secretive attempt for the Kennedy administration to gain access to classified UFO files.

Leaked documents reveal that Kennedy instructed the CIA to release classified UFO files to NASA as part of the cooperative space effort with the Soviet Union.

If Kennedy had succeeded, there would have been joint space mission to the moon and greater sharing of classified UFO files between the CIA, NASA, and the Kennedy administration. This would have ensured eventual public release of classified UFO files by both the US and USSR.

In a stunning speech before the United Nations General Assembly on September 20, 1963, President Kennedy said:

Finally, in a field where the United States and the Soviet Union have a special capacity -- in the field of space -- there is room for new cooperation, for further joint efforts in the regulation and exploration of space. I include among these possibilities a joint expedition to the moon.

Kennedy was offering to put an end to the space race and start joint missions with the Soviets.

According to Khrushchev's eldest son, Dr Sergei Khrushchev, this was not the first time that Kennedy had proposed joint space and lunar missions with the USSR. Sergei Khrushchev revealed that at the June 1961 Vienna Summit, less than ten days after Kennedy's famous May 25 speech before a joint session of the U.S. Congress promising to land a man on the moon before the end of the decade, Kennedy secretly proposed joint space and lunar missions to his father.

Khrushchev declined as his son later explained: "my father rejected this because he thought that through this the Americans could find out how weak we were, and maybe it would push them to begin a war."

In the period immediately after his September 1963 UN speech, Khrushchev once again rebuffed Kennedy's offer – the Soviet government did not officially comment and the Soviet press ignored it.

At the same time, there was considerable opposition to Kennedy's initiative in both NASA and the U.S. Congress.

Just before his UN speech, Kennedy briefed his NASA administrator, James Webb, about his initiative and asked: "Are you sufficiently in control to prevent my being undercut in NASA if I do that?"

According to the official NASA history, "Webb told the president that he could keep things under control." According to Richard C. Hoagland and Mike Bara,

Selling the idea to the Soviets would be hard enough, but selling it to the American people and the Congress if there was "dissension in the ranks" might make it near impossible. If Webb couldn't hold discipline from inside NASA, the whole effort would collapse.

In the weeks after his bold initiative, "the lack of of public support, even within the U.S. seemed to have scuttled the idea permanently, and Kennedy began to publicly back away from his proposal."

If Khrushchev were to eventually accept his offer, Kennedy would need to move quickly to overcome resistance in Congress and NASA to implementing any joint space agreement.

In a series of interviews beginning in 1997, Khrushchev's son, Dr Sergei Khrushchev, said that after his father initially refused Kennedy's September 20 1963 offer of joint space and lunar missions, that "in the weeks after the rejection, his father had second thoughts"."

In one interview, Sergei Khrushchev said:

I walked with him, sometime in late October or November, and he told me about all these things. He told me that we have to think about this and maybe accept this idea. I asked why they would know everything, our secrets? He said it's not important. The Americans can design everything they want. It is a very well developed country, but we will have to save money. It's very expensive....

He thought also of the political achievement of all these things, that then they would begin to trust each other much more. After the Cuban missile crisis, his trust with President Kennedy was raised very high. He thought that it's possible to deal with this President, he didn't think that they could be friends, but he really wanted to avoid the war, so through this co-operation they could sojourn their thoughts on these achievements.

Sergei Khruschev confirmed that finally Nikita Khrushchev accepted Kennedy's offer in early November 1963 around a week before his assassination.

According to Hoagland and Bara, the exact date can be traced to November 11 when a key Soviet Mars mission had failed: "A Mars-bound unmanned spacecraft code-named 'Cosmos 21' failed in low Earth orbit exactly one day (November 11) before Kennedy's sudden "Soviet Cooperation Directive' to James Webb."

Khrushchev's abrupt turn around, after two years of secret and public overtures by Kennedy, led to a series of immediate Presidential executive actions by Kennedy on the next day.

President Kennedy issued National Security Action Memorandum (NSAM) No. 271 on November 12, 1963. The subject header was "Cooperation with the USSR on Outer Space Matters," and the key passage was:

I would like you to assume personally the initiative and central responsibility within the Government for the development of a program of substantive cooperation with the Soviet Union in the field of outer space, including the development of specific technical proposals.

The Memorandum furthermore went on to say that the cooperation was a direct outcome of Kennedy's September 20 proposal "for broader cooperation between the United States and the USSR in outer space, including cooperation in lunar landing programs." The Memorandum was classified "Confidential" and addressed to James Webb (NASA Administrator). It was declassified on October 13, 1981.

Significantly, the Memorandum also said: "I assume that you will work closely with the Department of State and other agencies as appropriate." Kennedy identified the Secretary of State as a key person in implementing the process by which dialogue over the cooperation would take place:

I expect you [Webb] will assist the Secretary of State in exploring problems of procedure and timing connected with holding discussions with the Soviet Union and in proposing for my consideration the channels which would be most desirable from our point of view.

This would ensure that the State Department and other U.S. government agencies would have access to the information to be shared with the Soviets under the cooperative space initiative.

In addition to the Confidential National Security Action Memorandum (NSAM), Kennedy issued a more highly classified "Top Secret" Memorandum to the Director of the CIA, John McCone. Dated the same day of November 12, 1963 the subject header of the file was: "Classification review of all UFO intelligence files affecting National Security." The Top Secret Memorandum went on to say:

have instructed James Webb to develop a program with the Soviet Union in Joint space and lunar explorations. It would be very helpful if you would have the high threat [UFO] cases reviewed with the purpose of identification of bona fides as opposed to classified CIA and USAF sources.... When this data has been sorted out, I would like you to arrange a program of data sharing with NASA where Unknowns [UFOs] are a factor. This will help NASA mission directors in their defensive responsibilities. I would like an interim report on the data review no later than February 1, 1964.

It's important to note that Memorandum to the CIA Director refers to the National Security Action Memorandum issued to Webb on the same day. Even though the leaked Top Secret Memorandum to the CIA has not been officially acknowledged (it has been ranked medium-to-high level of authenticity), there is no question about the legitimacy of the National Security Action Memorandum (NSAM) 271.

NSAM 271 clearly showed that Kennedy had decided to cooperate with the USSR on "Outer Space Matters."

If Kennedy had been warned by about the dangers of future conflict with the Soviet Union and/or with extraterrestrial life, then sharing classified UFO files was an obvious way to implement NSAM 271.

NSAM 271 and the associated Top Secret Memorandum to the CIA Director issued on November 12, 1963 are evidence that Kennedy firmly linked cooperation with the USSR on "outer space matters" with the release of classified UFO files.

For undisclosed reasons, Kennedy was convinced that the CIA was the lead agency for ensuring the release of classified UFO files.

This suggests that the USAF and the other military services were secretly required to direct their most important UFO files reported through the CIRVIS (Communications Instructions for Reporting Vital Intelligence Sightings) system created for reporting vital intelligence data by Joint Army Air Naval Publication 146, to the CIA.

This is confirmed by a Memorandum by Brigadier General C.H. Bolender on October 1969. He said: "reports of unidentified flying objects which could affect national security are made in accordance with JANAP 146 or Air Force Manual 55-11, and are not part of the Blue Book system."

Put simply, there were two sets of UFO files being collected by the USAF during the Kennedy and later presidential administrations.

Those with least national security significance were made available to the public through Project Blue Book - the 'official' public investigation of UFOs by the USAF that formally ended in 1970.

The more important, and classified UFO files, were directed into another project that was under the control of the CIA.

In particular, CIA's counter intelligence department controlled access and reported directly to the MJ-12 Group. In requesting the CIA to share UFO files with NASA, that would in turn lead to it sharing this information with the State Department and other agencies as stipulated in NSAM 271.

Kennedy was therefore directly confronting the CIA over its ultimate control of classified UFO files.

President Kennedy's UFO initiatives led to implementation of assassination directive

On November 12, 1963, President John F. Kennedy had reached broad agreement with Soviet Premier Nikita Khrushchev on joint space missions and sharing classified UFO files.

This required both leaders instructing their respective UFO working groups to share information. Kennedy did this through a Top Secret Memorandum to the Director of the CIA to share UFO files with NASA and the USSR.

His November 12 Memorandum was relayed on to the James Jesus Angleton, the CIA's chief of counterintelligence. Angleton controlled access to the most highly classified UFO files in the U.S, and was in direct communications with MJ-12 - the UFO working group within the "MJ-12 Special Studies Project."

In responding to Kennedy's request, Angleton followed a Top Secret/MJ-12 set of directives. One of the secret directives, revealed in the leaked partially burned Top Secret/MJ-12 document forensically dated to 1961, was a cryptic assassination directive. In case any senior U.S. official did not cooperate with MJ-12, the directive sanctioned political assassination.

The leaked document is smoking gun evidence that former CIA Director Allen Dulles was involved in drafting and approving with other MJ-12 members a cryptic "assassination directive." The MJ-12 "assassination directive" was later implemented by Angleton in response to President Kennedy's November 12, 1963 request to the CIA to release classified UFO files.

In part one, I discussed the burned document and its genesis during the final months of Allen Dulles tenure as Director of the CIA. Dulles and other MJ-12 members were responding to Kennedy's initial effort on June 28, 1961 to be fully briefed on MJ-12 intelligence operations and UFOs.

Kennedy, according to a leaked Top Secret Memorandum titled "Review of MJ-12 Intelligence Operations," requested Dulles to give a brief summary.

In response and unknown to Kennedy, Dulles drafted a set directives shortly before his November 1961 retirement. Dulles' draft document was addressed to another six members of MJ-12 requesting comments and their approval. It had clear instructions that under no circumstances would any U.S. President or his national security staff be briefed or given access to classified UFO files.

The most damming directive, drafted by Dulles and apparently approved by six other MJ-12 members was a cryptic assassination directive. In full, this states:

Draft - Directive Regarding Project Environment - When conditions become non-conducive for growth in our environment and Washington cannot be influenced any further, the weather is lacking any precipitation ... it should be wet.

Dr Robert Wood who is the foremost expert in analyzing MJ-12 documents using forensic methods, has concluded that the burned document is an assassination directive. In an interview discussing the burned document, he pointed out that the cryptic phrase "it should be wet" originates from Russia, where the phrase 'wet works' or "wet affairs" denotes someone who had been killed and is drenched with blood.

The codeword 'wet' was later adopted by the Soviet KGB and other intelligence agencies, according to Dr Wood. The term "it should be wet" therefore was a coded command to kill someone. In drafting this cryptic directive, Allen Dulles was seeking approval from six of his MJ-12 colleagues, to lay the justification for the assassination of any elected or appointed official in Washington DC whose policies were "non-conducive for growth". The cryptic directive was a pre-authorization for the assassination of any U.S. President who could not "be influenced any further" to follow MJ-12 policies.

Kennedy's 1963 efforts to end the Cold War, cooperate with the USSR on joint space missions, and share classified UFO files with the USSR created a final showdown with MJ-12. The trigger was Kennedy's agreement with Khrushchev on November 12, 1963 on space cooperation that led to Kennedy's Top Secret memo instructing the new Director of the CIA, John McCone, to share all UFO information with NASA. Due to NSAM 271, issued the same day, this would ensure that classified UFO files would be shared not only with the USSR, but with the State Department and other U.S. agencies.

In short, the two memoranda Kennedy issued on November 12, would ensure that access to classified UFO files would be extended to more government agencies, ultimately resulting in direct Presidential access. Direct access had been denied to him by McCone's predecessor, Allen Dulles who retired as DCI in November 1961, but likely continued on in his other position as MJ-1.

Kennedy's explosive Top Secret November 12, 1963 memo to the CIA Director was relayed by William Colby, then (Deputy) Chief of the CIA's Far East Division, to James Angleton in CIA counterintelligence. It was Angleton who had the authority to implement Kennedy's Top Secret memorandum.

On the bottom of Kennedy's Memorandum to the CIA, next to the signature space appears the following handwriting:

"Response from Colby: Angleton has MJ directive 11/20/63"

Colby is here acknowledging that Angleton, two days before Kennedy's assassination, had the MJ directives – the burned document – and would use them to respond to Kennedy's Memorandum. This handwriting directly implicates Angleton in the Kennedy assassination due to the cryptic MJ-12 assassination directive.

THE MAKING OF JAMES ANGLETON AS A MASTER SPY HUNTER

Angleton's war experience in counterintelligence operations had affected him to the extent that he became absorbed into the "hall of mirrors" world of intelligence and refused to leave the service, despite much insistence and disappointment from his father. James would pour over the many CI files he had amassed while in Italy and was forever changed by the intrigue and the possibilities of a career in the CIG.

In the summer of 1947, Angleton returned to the United States to live in Tucson, Arizona, to be with his wife and family, but his love for the service was overpowering. On December 30, 1947, he was hired by the CIA as a senior aide to the Director of the Office of Special Operations (OSO). It was during this period that Army G-2 and other intelligence agencies were trying to crack the Soviet Venona code, used by espionage agents operating in the United States to send back sensitive information regarding the Manhattan Project based at Los Alamos, New Mexico.

It is possible that Angleton was on special assignment prior to officially reporting to the OSO, which had the responsibility of running counterespionage operations.
Angleton's primary mission in the OSO included overseeing a classified component that operated espionage and counterespionage activities abroad, and reading all sensitive material coming across his desk and passing it to OSO operators in countries where the CIA had interests.

In 1949, he moved up the chain of command within the OSO and held a GS-15 position.

Angleton developed the philosophy, "If you control counterintelligence, you control the intelligence service".

He quickly realised the significance of the B-29 detection of Joe-1, the Soviet's first atomic weapon detonation in August 1949, and knew that the technology acquired by the Soviets was not home-grown but the product of espionage.

He immediately set out to discover who the moles were who passed on America's most guarded secret to Moscow. As with all covert actions, counterintelligence operated without specific mention in the National Security Act of 1947, so Angleton set out to acquire information on the most guarded secret of all.

ANGLETON AS CHIEF OF COUNTERINTELLIGENCE

Aside from the theft of atomic secrets, the most guarded secret within the CIA was the scientific and technical information regarding new weapons developments, including the planned use of a new generation of thermonuclear weapons and high-altitude reconnaissance platforms for spying on countries hostile to US strategic interests.

One of the technical secrets was the study and transfer of advanced electronics gleaned from US Air Force studies of unconventional aircraft and missile research carried on at several Atomic Energy Commission facilities and proving grounds.

The FBI and the CIA were aware of Soviet espionage rings operating in the United States, Canada and the United Kingdom. The main task of these rings was to provide any and all technical and scientific information on advanced technologies which would give an advantage to the Soviet Union in the event of another world war breaking out.

By 1949, military intelligence authorities had classified the "flying saucer" phenomenon as Top Secret, and the Army Counter Intelligence Corps (CIC) had passed on information that the Soviets could have developed saucer-shaped aerial weapons, capable of delivering atomic bombs or dissipating radioactive materials over NATO countries, as a stopgap measure to make up for the nonexistent nuclear weapons arsenal.

In early 1947, the nonexistent nuclear arsenal in the United States was a closely guarded secret as well; and no doubt this fact set in motion the nuclear arms race, which terrified Angleton.

The OSO was probably aware of Soviet knowledge of the bomb gap existing within both superpowers. Moreover, the flying saucer invasion of the United States - reports of which crossed Angleton's desk - put a scare into Angleton's psyche which is reflected in a credo he shared with other OSO staff members: "You who believe or half believe, I can say this now, that I do believe in the spirit of Christ and the life everlasting, and in this turbulent social system which struggles sometimes blindly to preserve the right to freedom and expression of spirit. In the name of Jesus Christ, I leave you."

After General Walter B. Smith was appointed Director, Central Intelligence (DCI), Angleton continued on with OSO Staff A (foreign intelligence operations) inside the CIA's clandestine division. In 1951, he was assigned the all-important Israeli desk, which he held under tight control for 20 years because it was a vital source of Soviet information in the Middle East.

As more and more UFO sighting reports made their way to CIA headquarters, unevaluated reports were forwarded to Counterintelligence when the locations were identified as coming from Soviet Bloc countries. During this period, Angleton established good links with FBI contacts who were equally concerned with protecting vital atomic research facilities, and no doubt he read many domestic reports as they came across his desk in the "L" Building across from the Lincoln Memorial.

When Smith was coaxed away from his power base as DCI, Allen Dulles - Angleton's friend from OSS days - became the new Director.

In late 1954, he promoted Angleton to the position of Deputy Director and Chief of Counterintelligence, with direct access to Dulles and all foreign UFO intelligence from the Intelligence Advisory Committee (IAC) which had been established to look into national security implications involving the UFO phenomenon.

In order to cement Angleton's counterintelligence charter, Dulles commissioned General James H. Doolittle to conduct an outside survey of CIA counterintelligence operations. Doolittle concluded that the CIA was losing ground to the KGB, and recommended that more stringent and ruthless measures be taken against Soviet penetration. Dulles endorsed the Doolittle Report by ordering a more powerful tool to stop and interdict the moles within the CIA, and he personally chose Angleton to head the CI Staff. Perhaps this is why foreign and domestic UFO sighting reports diminished in number shortly afterwards.

During Dulles's tenure as DCI from 1953 to 1961 (the longest in CIA history), Angleton enjoyed a privileged position not shared by other directors. This was despite the fact that Angleton reported to the Deputy Director of Operations (DDO), and on many occasions bugged the phones and residences of various high-ranking US Government officials and foreign dignitaries with Dulles's approval and over the objection of the DDO.

If the situation called for it, Angleton could go around proper channels to acquire personal data on anyone within the CIA and other agencies, which was clearly outside the CIA charter and violated FBI jurisdiction.

As the new head of CI, Angleton had to organise a staff, write the rules and oversee all clandestine operations aimed at the Soviet Intelligence Service military and security organs, the GRU and KGB.

The CI Staff was primarily tasked with preventing penetrations at home and abroad and protecting CIA operations through careful research and analysis of all incoming intelligence reports. By keeping the most vital and sensitive files to himself, Angleton became a storehouse of secrets, which helped him consolidate his power base.

Officially, Angleton was allowed access to everyone's personnel, operational and communications files within the CIA, and he reviewed all proposed and active operations and approved the recruitment of agent assets.

This did not engender trust or cooperation, but Angleton did not concern himself or his staff with such intrusions. One of Angleton's former Chief of Operations, "Scotty" Miller, described the environment in which CI Staff operated as that of a "watchdog" snooping around, sniffing out Soviet deception and manipulation.

ANGLETON AND THE MJ-12 DIRECTIVE

Among the controversial documents leaked to the public in the last 20 years regarding state secrets and the UFO phenomenon, are the CIA's unacknowledged Majestic Twelve/MJ-12 files which disclose the most guarded of all classified subjects: extraterrestrial life-forms and their technologies.

In order to secure this knowledge and prevent foreign countries from learning this vital secret and getting an edge on the United States, President Harry S. Truman signed a directive that basically said that no one (including a chief executive) was to be in possession of or disclose the finding without a "need to know" clearance which was above Top Secret.

The directive was secretly implemented without the knowledge or consent of Congress and was concealed by the wording of the National Security Act of 1947, which prohibits the disclosure of classified matters without presidential approval and prior agreement by the Department of Defense and the Central Intelligence Agency, as amended in later versions of the National Security Act.

Knowledge of the finding was limited to only a select few within the government's intelligence and scientific communities.

As long as the secret remained unresolved, there would be no official acknowledgement.

The only official study program, Project Blue Book, was taken over by the CIA in 1953 as a public experiment and used as a debunking tool to discount the extraterrestrial reality, and possibly to quash any attempts by the KGB and GRU to glean any technological or defence secrets from the study.

Like the Manhattan Project group, Majestic Twelve or MJ-12 (as used in some leaked documents) was a joint government/military/private-sector undertaking that encompassed every facet of national security functions. The CIA was the premier intelligence agency tasked with maintaining the first line of defense of the United States during the 55-year Cold War between the capitalist West and the communist East.

When Angleton assumed his throne as Chief of Counterintelligence, no doubt Truman's directive was a most inviting instrument, allowing him to carry on his mole-hunting career within the CIA against the KGB and GRU.

Majestic Twelve enjoyed greater protection than did the hydrogen bomb program of the early 1950s. With that, the Soviets were driven to penetrate not only the secrets of the H-bomb program itself, but the ultimate prize that lay scattered throughout the US Government's maximum security research facilities located in the southwestern and eastern United States.

The shocking truth of the Soviet atomic weapons espionage program, Enormous, dealt a tremendous blow to US and British security when it was learned that British diplomats operating within the US State Department, as well as US Army technicians at Los Alamos National Laboratories, had not only supplied blueprints and materials for the atomic bomb to their KGB handlers in New York, but had stolen the proposed plans for the hydrogen bomb as well. Security officials were left guessing as at what else the Soviet spies had stolen from under their noses.

As far as we know, there was no successful penetration by KGB or GRU agents into the CIA's UFO program - in large part, due to the disgraceful and unlawful actions taken by Angleton's CI Staff.

After the fallout from the Burgess-MacLean-Philby defections and the execution of the Rosenbergs, Angleton tightened security and dedicated himself to safeguarding whatever secrets still eluded the Soviets. Thus he embarked on a vicious mole-hunt that would almost paralyze the CIA until his departure in 1974.

During the time of the Eisenhower administration (1953-1960), the CIA was at its apex in covert operations, piling up one success after another where cores of Soviet moles were detected and sent home to Moscow.

However, comments from the White House were nil when it came to the UFO problem, although Eisenhower's supposed meeting with extraterrestrials in 1954 was given some publicity. While it was largely discounted by the Press, some did try to connect Eisenhower's heart attack with the meeting.

The national media were downplaying the UFO sightings in the US and abroad as part of a Cold War hysteria that accompanied the "duck and cover" scare that seemed to grip the country. No real problems popped up until the 1960 presidential elections when Democratic candidate Senator John F. Kennedy accused the Republican incumbent President Eisenhower of allowing a "missile gap" to exist, and charged that the United States was getting too close to the Soviet Union through détente.

Soon after Kennedy became President, he began to needle the CIA for information on UFOs, which was unnerving at the outset to Allen Dulles after he was burned over the failed Bay of Pigs invasion of Castro's communist-enslaved Cuba in April 1961.

The once cordial relationship that had existed fell apart, and Dulles knew his time as DCI was short - as evidenced in his 1961 draft directive to MJ-12.

He knew that the explicit instructions contained in the September 24, 1947 Truman directive - prohibiting the DCI from making disclosures to a chief executive who obviously did not have a "need to know" clearance - would compromise the CIA, but also that the lengthy and costly UFO program, deemed so necessary to national security by all involved, simply could not be jeopardized for anyone - not even the President of the United States.

Knowing the character of Allen Dulles and James Angleton, I can only speculate as to what kind of response Kennedy got. The DCI Top Secret/ MJ-12 document leaves no doubt that Dulles was not going to cooperate with Kennedy's request of June 28, 1961, which he forwarded to Angleton for consideration and feedback.

Majestic Twelve/MJ-12 included spin-off projects that were obviously equally sensitive activities of the CIA, such as Parasite, Parhelion, Enviro, Psyop, Green, Spike and House Cleaning. Other sensitive and covert programs could be affected as well, such as MK-ULTRA, Artichoke and Domestic, which all appear to have been operational projects associated with Majestic Twelve. The full implications of the above are not clear at present, but it is obvious that the other projects were held in readiness for some kind of mass indoctrination and deception undertaking in a national crisis.

I'm thinking Kennedy should have examined the National Security Act of 1947 to understand the CIA is subordinate to the NSA.

Maybe he did know but decided to go after them anyway.

His one previous experience of narrowly averting nuclear disaster with the Russians was quite enough thank you.


He obviously felt the Commander In Chief should have access to this information, so that an accidental nuclear war is not triggered by a UFO sighting.

"MJ" obviously felt differently, and was not about to disclose the S4 project to anybody period.

When a new president takes office SOMEONE has to read him in to the things really going on. In the TV series Westwing they showed the life time staffers groaning and making comments like "Here we go again, a new guy that we need to explain how things work around here"

Most Presidents get into the office and assume they can do what they want :P

So WHO decides which President needs to know what? Well with Jimmy Carter  it was the CIA  and George Bush Senior was the head. That briefing went like this...

Carted got asked about his campaign promise to release all Govt UFO information if he became elected.

This happened after he was out of office as President during his habitat for humanity project when he was out pounding nails.

A young female reporter I forget the name of, managed to get an interview with him, and after getting the obligatory project questions out of the way, she sprung the reneged UFO promise question on him.

He suddenly became nervous and flustered and said "Yes well they are still working on it and we are not allowed to talk about it."

Secret Service agents appeared and ushered him away at that point.

Thoughts on the Space Alien Race Question


...The third possibility, scientifically abhorrent, is that the Einstein theory may only be an approximation, and an alien race which actually travels faster than light exists. If we were to meet such a race, our policy had better be to negotiate fast, because the implications of their far better understanding and control of the fundamental forces of nature would be obvious.


If all the scientific speculation were to turn out wrong and we were to stumble across an alien race, we would want to know as quickly as possible which of the three types I have indicated it was, as our diplomatic policy would damned well be influenced by the results.


Conclusions

Although all plausible scientific thinking suggests that we will not find any other intelligence race, the probability that we will is finite, and perhaps should not be completely ignored.

Were we to find one, the question of whether it was a race with primitive chemical space flight, space flight equivalent to our best understanding of nuclear energy, or space flight based on physics beyond Einstein should be ascertained as rapidly as possible, since our policies would be affected in the most drastically possible way.

In any event, a policy of the immediate burying of all Terrestrial hatchets would likely be in order.

Even if we only found tame chemical Martians, or merely the debris from some intergalactic survey mission, it would be a good idea to proceed on the assumption that the human race would finally have found a bigger problem than the ones it has created for itself.

There likely is nothing to be done at the moment to prepare for these possibilities (the only body of writing on the subject available in an emergency is science fiction), because no one of consequence is going to take this rubbish seriously unless it happens.

At that point, our policy will be determined in the traditional manner of grand panic.

The slant in my perspective on this scenario is in knowing the S4 project to be fact.

That fact, and the power of those in charge of it (not office temps) is astounding.

As one Area 51 worker was told after threatening a federal lawsuit to force disclosure of what he had been exposed to -

"Federal Law does not apply here."

This statement became officially confirmed shortly after this incident When President Clinton suddenly signed an executive order precluding Area 51 from providing any information about anything to anyone.

National Security was cited.

So yes, in effect Federal Law now publicly does not apply there.

UFOs over the White House: Do the US presidents know about the existence of aliens?

EVERY president since the war has known about alien visits to Earth, a new book claims.



US President Reagan is said to have met extraterrestrials


Most Americans assumed he was joking.

"I come in peace," said President Barack Obama in March, 2012, after landing at Roswell, New Mexico, the infamous site of an alleged extraterrestrial spaceship crash landing.

Asked about the alien bodies reportedly recovered from the wreckage he added: "If I told you I would have to kill you... we're going to keep our secrets here."

But a controversial new book The Presidents And UFOs: A Secret History From FDR To Obama claims that a number of US leaders have known of evidence proving that aliens have visited Earth leaving spaceship debris, the occasional alien corpse and thousands of UFO sightings.

"Headquarters has come to the determination that the mystery airplanes are in fact not earthly and according to secret intelligence sources that are in all probability of interplanetary origin," wrote US Army chief of staff general George C Marshall to president Franklin D Roosevelt in March 1942, according to a recently leaked memo.

President Roosevelt replied urging the "finding of practical uses for the atomic secrets learned from the study of celestial devices".

And in another memo Roosevelt wrote of "coming to grips with the reality that our planet is not the only one harbouring intelligent life in the universe".

He added: "We will take every advantage of such wonders that have come to us."

The secret memos, whose authenticity is fiercely debated, are part of a mountain of evidence uncovered by the new book's author Larry Holcombe.

"UFOs exist and extraterrestrial life has visited Earth," says Holcombe, 71.

"The accumulation of evidence is so great that no reasonable person can any longer deny their existence."

Millions have long suspected that not all UFOs could be explained away as experimental aircraft and weather balloons.

The US's Area 51 Air Force base in Nevada is rumoured to hide alien corpses and their spaceships as depicted in movie Independence Day.
Many believe there is a secret President's book handed to each new incumbent of the Oval Office revealing the existence of aliens, just like the one in the film National Treasure 2.

The US even seems to be moving towards publicly acknowledging the existence of alien life

Nasa has restructured its research to look for other solar systems, emerging worlds and alien life.

And the space agency's chief scientist Dr Ellen Stofan recently said that she believes "strong indications" of extraterrestrial life will be discovered within a decade.

Holcombe says that two past US presidents claimed to have had close encounters with aliens and that Ronald Reagan had two encounters and even became president thanks to advice from an extra terrestrial.

Actresses Lucille Ball and Shirley MacLaine, who partied with actor Reagan on the night of his first alien encounter, claimed that the future president insisted that his road to the party had been initially blocked by a UFO.

An alien came up to his car and told him: "Leave acting and go into politics."

Later, as governor of California in 1974, Reagan saw a strange moving light from the window of his private jet and ordered his pilot to follow it.

"To our utter amazement it went straight up into the heavens," Reagan is said to have recalled.

Reagan even spoke of a possible alien invasion in 1987, adding: "I ask, is not an alien force already among us?"

Before becoming president Jimmy Carter is said to have witnessed a bright green light in the sky fly towards him in 1969.

It changed colour to blue, then red, then white before racing away.

"It didn't have any solid substance to it," said a mystified Carter, who filed a UFO report.

But all presidents were given ample evidence of the existence of extraterrestrial life and told to keep it secret rather than scare an anxious public, claims the book.

President Harry S Truman drew a veil of secrecy over the 1947 alien spaceship crash near Roswell, New Mexico, and the alleged crash of a second alien craft almost simultaneously about 140 miles away on the San Agustin Plains.

Truman had supposedly created the "Majestic 12" in 1942: a secret committee of scientists and military to cover up extraterrestrial activities.

Late in the Second World War Dwight D Eisenhower met with Winston Churchill to discuss an RAF reconnaissance aircraft's close encounter with a UFO near the English coastline.

Churchill reportedly told Eisenhower: "This event should be immediately classified as it would create mass panic amongst the general population and destroy one's belief in the Church."

When president, Eisenhower is even rumoured to have had a summit meeting with aliens.

"It's veiled in secrecy but a number of reliable sources claim that he flew to Holloman Air Force Base in New Mexico to meet with extraterrestrials in 1955," says Holcombe.

Presidents hid possible alien encounters from Americans after the war but as the CIA grew in power it took over alien investigations and cover-ups, claims the author.

"There's been a government coverup but since the 1960s there's been a cover-up to keep presidents in the dark as well," says Holcombe.

"Extraterrestrial investigations in the US are controlled by a powerful and secretive scientific and military-intelligence committee answerable to no one.

"President John F Kennedy demanded that the CIA hand over secret files and every president since has wished he knew more.

"President Bill Clinton has said he tried to get UFO information and it was withheld from him.

"Kennedy's pushing for UFO information may have been behind his assassination in 1963.

"Kennedy wanted to share alien technology with the Soviets and there were powerful people who refused to let that happen."

President Richard Nixon authorised a UFO documentary using secret footage of an alien craft landing during his re-election campaign in 1972 but the project was axed by intelligence chiefs, claims Holcombe.

"Nixon believed that a limited level of UFO disclosure would ensure his place in history," he adds.

While running for office Gerald Ford, Carter and Clinton all demanded government openness about UFOs but fell silent once elected to the White House and privy to alien secrets.
Holcombe says he found evidence suggesting that several alien bodies have been studied by the US military and alien technologies copied.

Yet despite recent calls for greater openness about UFO encounters he says: "I don't think Britain or the US is going to admit that alien life has been visiting Earth for some time.

"But they may be forced to admit it if extraterrestrials make their presence known.

"Many laws have been broken to keep this secret.

"It's been the greatest cover-up in the history of mankind.

"But all it takes is one alien spaceship over London or Washington DC and the world will never be the same again."

The Nixon administration provided Robert Emenegger actual film of a UFO landing on an Air Force Base — but later Robert was told he could no longer use that footage at the end of the documentary due to powerful influences.

Larry believes the MJ12 documents are partially authentic.

While a majority of the documents are bogus, Larry does believe some of the most important parts of the MJ12 documents are authentic. Whomever was responsible for leaking this documentation went to a painstaking level to mix bogus material with authentic material.

Current day Presidents know very little about the UFO phenomenon. President Bill Clinton had to ask his intelligence directors if he could tour Area 51, and he was allowed to but only after careful scrutiny.

Extraterrestrial UFO Intelligence is limited to a need to know basis, and according to Larry, President's don't need to know.
The Presidents of today are figureheads — the true power may very well lie with a military or intelligence council.

High-level cooperation from the DOD - the documentary, UFOs: Past, Present and Future (1974), which considered the extra-terrestrial hypothesis in a much more serious light. The film's director, Robert Emenegger, was given unprecedented access to DoD facilities, including the highly sensitive Holloman Air Force Base and the Pentagon itself. "The Secretary of the Air Force [Robert Seamans] gave the order to co-operate," explained the director, who was granted time with highranking military officers apparently well-versed in UFO-related matters, among them Colonel William Coleman, former spokesman for Project Blue Book, and Colonel George Weinbrenner, then head of Foreign Technology at Wright Patterson Air Force Base.

Alien Documentary
The film even included a detailed reconstruction of what Emenegger claims the USAF told him was a real extraterrestrial landing at Holloman Air Force Base in 1971, complete with artistic renderings of the alleged aliens.

UFO Proof
The USAF even provided Emenegger with a few seconds of footage showing what appeared to be an unusual, bright object descending slowly and vertically over the base. These frames, Emenegger claims, were taken from the "genuine" Alien landing footage and officially authorised for use in his completed documentary, which, in line with a 49th Parallel.
