Title: Researcher illegally shares millions of science papers free ,to spread knowledge

I recently had a note from some one who stated that there is a "Lack of New Material" pretaining to science and research. How can this be? We are on the cusp, or already way into a "Technological Revolution"?

Evidently a Russian Reseacher agrees. *

There is a small group of folks who know how it all goes down and she is trying to save us.
Im one of them and i suspect members on here know too.
I dont want to step on any toes but to those that dont know.yellowstone will vent or erupt by july forth.ive done the research and provide the evidence.
I will not supply links or hints to site without admins blessing.
This evidence is not woo or religion,just facts and my speculations.

There are several reasons that this is happening

1) RESTRICTED TECHNOLOGY

The government has an embargo on discoveries that they deem of national security interest  They have TWO LISTS

Critical Technologies Monitoring DoD Lists
To access the restricted distribution MCTL you must be registered for Private STINET. 

Developing Science and Technologies List (DSTL)
The Developing Science and Technologies List (DSTL) is a compendium of scientific and technological capabilities being developed worldwide that have the potential to significantly enhance or degrade US military capabilities in the future. It includes basic research, applied research and advanced technology development.

Militarily Critical Technologies List (MCTL)
The Militarily Critical Technologies List (MCTL) is a compendium of existing goods and technologies that DOD assesses would permit significant advances in the development, production and use of military capabilities of potential adversaries.

These are accessable only at the DTIC.MIL site   so I won't post a link  I do have the lists in PDF

2)  COPYRIGHT

Most scientific papers are sold to fund the reseaerchers Usually around $30-40.00 per copy. So taking copies from research paper sites and posting them for free on the internet will violate copyright  the same way any book author has that right.

You may not agree with copyright protection, but why would you do the work if others can just snag it?

I have found that bywriting a letter to these scientists I can usually get a FREE COPY for myself  but in most cases the ABSTRACT is enough to get the idea   No one reads the full paper anyway so why bother? And those that DO can easily get a copy

3) NOFORN Security restrictions

While we may be able to get certain information via Freedom of Information Act... this does NOT mean that someone in Iran or North Korea can get that info  So if I get it  and post it worldwide I could be nailed under that NOFORN issue (NOFORN is a classification that no foreign nation can view it)

I DO take care to post only 'unlimited distribution' classification papers

4) EMBARGO

THIS is the one that is a pain in the ass What this means is that a discovery is EMBARGOED  for a certain amount of time. Usually it is because they don't want to make an announcement only to have to retract it later (like NASA does all the time :P ) but sometimes it is used to cover up info

One recent one that just came up.. I had found an article on HAARP and EISCAT to be used to create a planetary shield. I posted that years ago. The SPINOFF on that is that it can also provide shields for spacecraft  I posted the article here

Well that is not quite true for an American :P  We have access to main stream sites that do not allow Russians to snoop

On the other hand I had a NASA historian send me to a Russian site to get a better copy of a document I had requested

When he says "Main Stream"  Well I avoid "Main Stream" news sources like the plague. I will look at BBC and PBS but mostly I use RT Russian Times as they are honest and let you copy/paste all their stories free.

The 'good stuff' is found on sites like DTIC (Defense Technical Information Center) NASA Science library (need a password to access but the info is public)  Los Alamos National Labs archives  and other similar sources

But most of those do NOT allow access to other countries  Europe has similar sites like the European Patent Office

So I can sympathize with a Russian researcher :P but they were the "Enemy" afterall :P  And do you really want to have FREE SHARING of technology with nations like North Korea and the Islamic states wanting to wipe us off the face of the earth?

But a last note

99.9% of people DO NOT CARE to even read one of those documents

I have over 6000 processed and available,, and maybe anothe 6000 not processed yet  Ellirium and a couple others have helped process a few small batches (Thanks :D)  but since I started Pegasus  only a small handful of people have EVER asked to get access to them

I do not have them online at the moment because of robot downloading issues of large files to create those DOS attacks we had but no one has noticed they are gone nor asked to read any of them

So putting up a million free copies to restricted or copyright files and getting in trouble is silly  No one save a few dedicated researchers care  and those few can get a copy anyway

There is no way I can even read all the 12,000 hand picked files I already have and put the info into a usefull order  TOO NUCH information... it becomes like that Indiana Jones Smithsonian Warehouse  The info is there but still lost "in plain sight"
