This is a subject rarely discussed or thought about. To put it a bit more precisely, are alien civilizations dominated by a collective viewpoint and ethical system by necessity?
Imagine a neighborhood in which every home has any weapon imaginable, any chemical desired, any knowledge that exists. I think a smoking toxic ruin would quickly result. As technology becomes ever more powerful, I'm not sure that an outright "hive" mind can be avoided. If a flying saucer lands, i doubt they will be Libertarians. More likely, any aliens that exist (meaning they haven't blown themselves up) have strong societal controls if not an outright collective consciousness.
When we look at alien encounters, we find Greys - who seem little more than robots. Others appear to be strictly hierarchical (Tall Whites?) Beyond that, we have the overlooked fact that Aliens strictly OBEY a Prime Directive - as shown by their avoidance of open disclosure (such as landing at the White House or UN). They also don't give us free energy or cures for all diseases in any public, broadbased way. Instead, it's secret 'black' projects and Area 51 stuff out of sight. In Startrek, even the Klingons seemed to offer lipservice to the Prime Directive and then violate it in secret.
If we are repelled by "Socialism", would abundant technology change that? I think it might. I also am aware that some people claim aliens are repulsed by our failure to take care of fellow humans. Could aliens allow some flexibility in the Prime Directive and move us towards a borderless, collective world? Looking at strange events in Europe and the US, I am starting to wonder. Go Bernie! you mean we're slowly being introduced into the bigger picture? not to say without much kicking and screaming, its tough , just ask my local Romanians :D
