I don't see any relation between the topic of the suppose UN memo and the referenced Agenda 21.

The barcode at the left and the QR code at the right are the same as those in this document.

I suppose that's what it looks like, a hoax.

PS: I don't think the UN makes memos without proofreading them and sends them with errors.

It may be, ArMaP.  I just brought it here for review and opinion.  I wouldn't put it past the UN to have these plans, though, whether this memo is BS or not.

Yeah, and how does that relate to the fact that They are probably discussing those measures?  I mean, the United Nations Office for Disarmament Affairs IS a real UN office.  What ELSE might They be discussing?
