I think John Alexander (from the NIDS team who investigated) talks about Skinwalker in his book called "UFOs".

Where he talks about cameras being disabled, John knows full well that the military have an electronic capability to disable electronic devices and also car engines.  There is no requirement for anything paranormal or alien and he knows it!

ETA: John Alexander was Mr Non-lethal Weapons for the military.

If cattle mutilations were a military thing then perhaps John was spying on NIDS.
