Which ones are you talking about? The ones that suggested the use of the spheres or the ones talking to the Daily Mail? :)

PS: considering that this method has been used in some places for some years they should have some data about the use of the spheres on those reservoirs.

They would have to use some kind of cover. The water is just a 3 week supply for the city, it is in thinking more like a storage tank not a place for wildlife. I would like these for individual property ponds and reservoirs because the balls move so animals can still drink as a cover would not.
