Not many Americans know that theft by police is fully legal in many states, as supported by Supreme Court decisions going back many years.  Half of these thefts in Philadelphia are less than $200. 

You might want to avoid states that permit asset forfeiture thefts. They aren't safe.

The original purpose of asset forfeiture was to supplement law enforcement efforts like the War On Drugs, which I admit is a major-league failure.

LE is expensive. They need all the money they can get.
