The answer is... THERE IS NO LEVEL... it is merely a term relative to the exact point you are measuring at.. What is 'level' at one end of a city is not the same as it is at the other side of that city, even if that difference be minuscule.

It is fortunate for us that the Earth is large enough that we don't see the lean of buildings from one side of a city to the other...

There is no UP either  there is only away and towards the center of gravity.

And yes it DOES matter if the Earth is flat or round, because if the Earth was flat... then LEVEL and UP would exist rather than be a mere concept

In your answer, by saying it is only relative to the exact point you are measuring, you are saying that the shape of the Earth is irrelevant too. :)

If the Earth was flat and gravity worked as we see it on a round(ish) Earth then a level would work in the same way as it does.

True  it is all a matter of PERSPECTIVE and relative to the point you are at... so on a round earth ALL these buildings would be "LEVEL"  and all these buildings are pointing "UP"
