Here's a crazy idea.

Charge them.  Convict them if guilty.  Lock them up.

I seriously have to wonder why so much noise is made about this issue, and yet that never seems to happen.  Why are they immune from prosecution?  What is the source of said immunity?

A scenario:
You go to a store, select an item and walk out without paying. They call the police, you get arrested, you go to jail and get butt-raped for 4 years.
Now reverse the situation. You go to the store, you select an item for $5, but you only have a $20 bill. The owner refuses to give you any change. You call the Police, they arrive, and inform you that it is a 'Civil' matter and that you will have to sue the owner.

Conclusion:
Laws are made for the rich to oppress the poor. Always have been, always will be. End of story!
