One possibility is that We seat the abandoned governments and make statutes of Our own under original Constitutional governments that limit the behavior of corporations within the borders.

The permanent solution is to eliminate commerce (under which all corporations operate).  And that, of course, requires perforce, the elimination of the need to exchange to survive.
