Indeed, Fawcett and Greenwood, and also Richard Hall were some of the first to provide us with official documentation of government interest in, and tracking of, UFO's.

All while denying they had any interest in, or ongoing tracking of them.

Hey bud I know most of us have seen it before but have never forgot USAF Radar controller Michael Smith"s testimony - apparently standard USAF operating procedure when you see a UFO on radar screen is to notify NORAD, not to write anything down and to keep it to yourself on a strictly need to know basis (could be wrong but I don't think this guy is making it up).

Seems the parts from 6 onwards are more about the Space Command and the NAVY running it than UFO's

Exactly

Just like the White House Air Force liaison officer who revealed that his weekly UFO briefing meetings with Truman were conducted exclusively on a verbal basis.

No written record = No evidence to hide.

Also the AF officer that was tasked with removing and destroying all paper trail records relating to Roswell, and bragged later about how comprehensive the results had been.

Now a certain subset of reports may have not been recorded purposefully due to them being new military technology being tested.

What percentage these represent of sightings is unknown.

But the clear dividing line between ET tech and Terrestrial tech sightings is the 15k-90d barrier.

Unless the sighting displays these characteristics we just don't know.

Yes indeedy mate and you make some very pertinent points there -am not in the position to fully reply to them at the mo but thought you'd find this video interesting (if you've not seen it already) - it  features folks like Paul Dean, Lee Speigel and John Greenewald Junior discussing non public military UFO  reporting procedures and also brings up the subject of 'OPREP3'.
