It looks like it was done in the easiest way: by having a glass between the camera and the buildings in the background, with more light behind the camera than in the background.
That way the camera films the background but with the light from behind the camera superimposed over the background as translucent. As the camera is, in this case, focused on the glass (we can see it when some dirt on the glass appears in the frame), everything reflected in the glass is out of focus. If they had the focus on the buildings in the background (I don't know if it would be possible with that camera) then the lights would be even more out of focus, as they appear close (although behind) the camera.
At least that's what it looks like to me. :)

Pretty slick effect.
Obviously done with either a mirror or a pane of glass reflecting the setting sun. Someone would have to tilt the pane back and forth to get the rising and falling effect of the reflection of the sun. All that blurry business helps pull it off.
Same thing with ufo and ghost and bigfoot when blurry. Blurry makes it more un-noticable.
This is a great piece of footage. However, without having the original to run on the programs, there's no way to know 100% if it's real or fake. I believe you could take the Bible and confirm the theory of it being fact, but it all goes back to the above premise. With all the hardware around now, I'd say fake, 8)
