Not sure how it was done.

It looks like it was done in the easiest way: by having a glass between the camera and the buildings in the background, with more light behind the camera than in the background.

That way the camera films the background but with the light from behind the camera superimposed over the background as translucent. As the camera is, in this case, focused on the glass (we can see it when some dirt on the glass appears in the frame), everything reflected in the glass is out of focus. If they had the focus on the buildings in the background (I don't know if it would be possible with that camera) then the lights would be even more out of focus, as they appear close (although behind) the camera.

At least that's what it looks like to me.

Not much, but I think it's enough to see what I meant with my previous explanation.

As I couldn't find a wall in front of the window I had to use my bedroom door, so we see some of the door features.
