I've mentioned this guy a couple of times, although admittedly, my literacy skills have not brought him any special justice.

To bring Dr. Peter Beter and his material back to your attention, I would like to offer you a snippet of his regular 'behind the scenes' commentary.

    Particle beam weapons and other advanced aerial weapons under secret development, such as the High Frequency Active Auroral Research Program had the power to change the weather. Both the U.S. and the Soviet Union had developed such weapons.

To sum up, he stated many 'outlandish' things, including: The Americans and Soviets had bases on the Moon and Mars, the Soviets were superior in the space arms race, and much of the ariel phenomenon we witnessed at the time could be attributed to space wars, consisting of lots of satellites being destroyed. (Just to name a few things).

the west. News reports that day in this country dismissed it all
as a curious jellyfish-like UFO.

Four days later, September 24,the Soviet Navy, without explanation, expelled all British and
French fishing trawlers, among others, from the Barents Sea. At
the same time, Soviet trawlers in European community waters were
called home. By the 26th of September, American personnel at the
secret Rockefeller moon base nestled in Copernicus Crater were
almost ready. Their Particle Beam was almost operational--but
they were too late. By late that day, the Soviet Union began
bombarding the moon base with a Neutron Particle Beam.

I am aware most of these claims seem outlandish and absurd when taken out of context. However, almost everything Beter ever brought to our attention has mirrored tangible events we can evaluate. It's simply a case of looking for the info.

Beter had some serious contacts, including General George S Brown (didn't Thomas Costello mention a George S..?), and many  more powerful names, not to mention his confidential contacts above those.  Beter maintains that Brown was murdered for knowing to much, (as was Beter's Rockefeller contact), and others have came forward and said Beter was eventually killed because he knew to much..

Anyway, I know you all like your space based weapons,  so I thought you might enjoy debunking/verifying certain aspects of his testimony/opinion/knowledge/claims.

This isn't really the best version of this but none the less taken from the Space shuttle. I believe most people here prob.  saw this but anways this was in the 90s I believe.   Here is proof of partical beam weapon in use right here.

For purposes of clarification in regard to these kind of whistleblowers, I offer the example of Victor Suvorov.

These folks operate in a shadowy realm, without transparency or open reporting , and must assemble facts into a coherent whole that are hidden within compartmentalization - so deep and complete that not even curious Presidents (Clinton) can find out what the real truth is.

Many years ago, a big time defector from the Soviet GRU appeared on the scene. He brought all sorts of wild stories to explain the 'riddle wrapped in an enigma' that was the Soviet Union.  However, given the principles above, he simply repeated what he was told or heard, without being able to check things further.

In the end, we just use logic and intuition to try to make sense of it all.  Sometimes we rest our opinions on small 'tells' such as with playing poker.  That's just the way it is.

@ Edward - I love that video, we can shoot death rays betwen the Earth and Moon within 2 seconds, and yet that little critter/craft just skips at the way like Hussien Bolt  8)
