Something I've never seen before (need help identifying)

Today at the SPR, we had one of our usual fire drills. This requires all personnel in our building to exit and walk across the street to the HQ. parking lot. Once the drill is over we walk back to our building. Running next to our building is the Huey P. Long Bridge with its railway in the middle. Now I've seen all sorts of things on these railways, tanks, M1A1 tanks, strikers, mraps, cattle cars, chemical tanks and the usual box cars. But today I saw something I've never seen before and after asking around, no one else has seen this either. A whole line of strange looking items with circular items on a bed behind them. Just take a look and tell be what you think this is.....





now the round things in the second photo looked like they would attach to the front of the longer items.
They looked almost like the work pods in 2001 Space Odessey, but big.....

I don't know what these are, have never seen anyting like this...
Anyone?....

I don't know what they are but the round things look like they would connect the long items together to form a series of work areas (like modules you would put together) to form either housing or work areas.  Just a wild guess but the round items look like junctions.

I know the photos aren't great but there were no doors or windows and no markings on the outside that I could see.

The flat looking plates on the side of the round things could be removable plates where it would allow for a connecting piece to be attached to the long article on the flat end.  This could be segments that are put together.  Just thinking out loud....shoot I may be way off base on this one...but you sure have me thinking.

I knew they looked familiar, but I wouldn't have thought of windmill turbines.  I see blades being moved fairly often.  We got got stuck behind one trying to get out of Nebraska.   At least this time I wasn't surrounded by cornfields and a teenager regaling me with scenes from Children of the Corn.
