When I saw this back in 1990 as a 9-10 year old kid it BLEW my mind. Already fascinated by the stars this showed me the gateway to the hidden agenda type thing.
The main character calling the shots is a skull that "hears no evil, sees no evil speaks no evil" underlining the secrecy that surrounds these type of things.
