Around the USA... I am not sure how many Fema Camps there may potentially could be...

but there are no doubt hundreds of reasonably large city's or towns.

if there were say 100 of them or a 1000 of them. or maybe even 30,000..

(which I would be surprised if they had so many for the purpose of Fema camps..maybe we would expect so many per set area if say the USA map was split into so many equal parts in terms of so many Sq Miles for one Fema camp also dependent upon estimated population of each area)

To supply 30,000  guillotines to say 1000 Fema camps would suggest each Camp would have 30 Guillotines.. (if it was only 100 camps..maybe 300 per camp which I would think highly unlikely)

But I would think US Gov have many of their own manufacturing / engineering Companies..like who make ammunition..such as Bullets, weapons (Many maybe unknown / unnamed  or easily made obvious)where staff have to swear to being Silent ) (Official secrets act)

where each area could make a set amount...

so say even 30 such companies could make 1000 each..
or 300 such companies may make  100 each.

Sometimes even normal Engineering Companies have someone create a certain amount of odd type Components or items to order that get made from general other Engineering companies that can just make one off unusual type batches that are  made to order..

so for US Gov that would be no problem.. 

If say one Company (Per 300 various areas around the USA ) only got an Order to say make 100 Guillotines .... it would NOT be seen as dramatically unusual or stand out or raise too many questions.. like if one large  company got an order to make 30,000 of them would.

So that  maybe  aid them in hiding such large orders... in that  not too many whistle blowers  would be raising just a 100 batch of such items as  a major concern..

there are some states that have upto 30 prisons..

8 to 10 of the larger US states alone have upto 35 State prisons each state... that alone could make up 350 various prisons...and that does not include other types of prisons...such as fed or Military..

so there must be 100s of Prisons in the whole of the USA..

This article may suggest some info to estimate an answer for  the number of Fema Camps !

it indicates maybe 600... but I am sure that they could have or create more if they wanted to..

not 300.. so maybe we would have been suggesting 15 Guillotines per camp if that initial article  was true.. (Maybe they could have intended torture on a bigger scale per camp or want to collect body parts !  )

There is not that much to making a Guillotine compared to say making a car or Aircraft..

Most of its parts.. any Engineering company could easily make.. such as the frame work...

it maybe that the Cutting part of a Guillotine is a specialist part of it.. if the metal has to be specially made or sharpened...

and maybe they may just  have just a few companies create them..

and then have another set of Companies assemble all the parts of  them together..

It may not all be done to do as cheaply as possible, even on such a big large overall order..money is not an issue to them at all on such a project... If they have other reasons to keep it more secret.. then they  no doubt would have more costs  involved..
BUT what is that to someone like the US Govt that has unlimited budget and wants to do something !  Peanuts..

I believe that it is possible that the US Gov can own its own series of Manufacturing Companies  or private contractors around the Country  that can either make whole or part projects for them..that I could imagine.

But I do not have such info to prove it..its only based on what I envision as being a possibility ! based on certain things that I believe to be possible...

Like I am sure Area 51 has certain contractors or companies that make things for them that are very hard or maybe almost impossible  to determine..as its ultra Top Secret !
