I think that it means  that other Govt Diplimats are using apps & texts or emails / messaging rather than just the old way of phone and letter communication ..with the use of smiley like images in their messages known as emoji and that they have ones that  look like a Grey ET Alien face that they use to represent Putin..

I don't think that they are really suggesting that he maybe an E.T

but who knows !  he may well be
